As a result of this concern, a Fishery Development Donor's Consultation was organized in Paris in 1986 to determine ways in which fishery projects could be improved through new approaches to donor funding. The Consultation identified lack of research as one cause of the lack of projects' success. Therefore, it proposed a Study of International Fisheries Research Needs (SIFR) to be over-seen by the World Bank, the United Nations Development Programme (UNDP), the Commission of the European Communities, and the Food and Agriculture Organization (FAO).
